VICTORIAN CORONER EXPERT ANALYSIS OF POLICE PURSUIT PRACTICES

BACKGROUND

Dr Graham Edkins was engaged by the Victorian Coroners Court to provide expert evidence in a Victoria Police Pursuit Policy Hearing. The hearing came about following the death of a member of the public during a high speed police pursuit. Particular expertise was sought regarding the risk management triggers for when a police pursuit is warranted, the human performance issues impacting on those police engaged in high speed pursuits, the adequacy of human factors training provided to police in comparison to other industries and the effectiveness of the process for the reporting, investigation and learning from police pursuit critical incidents.

THE RESULT

Based on the work conducted, expert testimony was provided to the Coroners Court identifying further improvements in the content and delivery of human factors training, specifically around the conduct of time critical risk assessment, avoiding tunnel vision through enhanced situational awareness and strict adherence to safety critical communication.
