NORTHERN TERRITORY REVIEW OF WATCH HOUSE EFFECTIVENESS

BACKGROUND

Leading Edge Safety Systems was invited by the Northern Territory Commissioner for Police and Emergency Services to conduct a risk vulnerability assessment of NT Police Watch House procedures in the aftermath of a death in custody event. Police Watch House procedures, policies and processes were evaluated in both Darwin and Alice Springs to identify additional risk controls required to further improve the safety of staff and detainees.

THE RESULT

Several risk control improvement opportunities were identified regarding watch house commander roles and responsibilities, the use of nurses to conduct health assessments of detainees, improved cell check procedures and the use of risk assessment tools to assess the vulnerability of those being detained. Significant consultation was required with a cross section of police and community groups to reach agreement on a suite of risk control measures.
